The Union Station Enhancement Project (USEP)

Union station is Canada’s busiest transportation facility and the second busiest rail station in North America serving 250,000 passengers per day. It is a National Historic Site located in downtown Toronto and at the heart of the Union Station rail corridor. The Union Station Enhancement Project (USEP) is a pivotal project as a key enabler to help accommodate increased capacity as part of the planned expansion of the GO Transit rail service.

In our role as expert advisors, we supported Metrolinx and Infrastructure Ontario to deliver strategic change to an Alliance Model making USEP the first rail project in Canada to be delivered as an alliance. The scope of services provided can be categorized into two main elements of work:

  • Design, development and implementation of the collaborative and behavioural assessment process for the evaluation and selection of the alliance participants
  • Advise and support the contract strategy, commercial and procurement process.
